I haven't seen a couple of the issues that you mention, but there's a version mismatch between some of the startup packages that will be fixed in the next compose. You're the first person to try serial console with these images, so it's interesting to see those messages. Please update to the raspberrypi-config-0.6 package when it gets into the repo later this morning and let us know if that fixes the stability issues you're seeing.

Fedora ARM uses the normal fedpkg sources, there should be no difference with the 'primary architecture' sources. You would use the 'arm-koji' command to build test-packages (use the --scratch option). There is an automated koji-shadow job that builds all the (tagged?) packages that are built on the main koji.fedoraproject.org builders. On your ARM system, you can use mock to build your packages locally.
