Disable Power Management per Application?

Hi, I don't wish to turn power management off completely but I would like to disable some applications from having the ability to disable it. Case in point, when I run ktorrent it disables power management such that the monitors stay on. Or a tab in Chrome will have a video running silently. In both cases, if I forget ktorrent is running in the background or don't notice the tab with the video and leave I'll come back with the monitors still on. -- Fedora Users List - The place to go to speculate endlessly
