From what i can gather, SIGs have a wikipage, and or a mailing list. Is
there anyreason we need a FAS group too?

We need a FAS group so we can ask the infra guy to set up an alias to have
the SIG own the various design packages, instead of having to add all SIG
members manually as co-maintainers
