F13, is fixed (for me at least) in rawhide 2.6.34 kernel.
To go back and answer the question - there isn't much of a policy, it
boils down to being a judgment call by the kernel team. Most releases
get at least one point release bump in their kernel version, but it's
not automatic; it depends on the kernel team's assessment of benefit vs.
risk.
