Hi,
"swift", one of the packages I maintain, introduced new shared library

both "swift" package and also "swiften" and "swiften-devel"
packages.
Using a single source archive? If so, that has happened in other packages
before.
Do I have to resubmit the package for a review to do this?
No. You are free to split off, rename, or obsolete subpackages as
appropriate.
I have already asked few people and got very different answers.
Almost impossible to comment on. Just this:
Those, who claimed that a re-review would be required, have they pointed
you at specific Packaging Guidelines? That would be the interesting part.
