From the help:
$ gem help install
-f, --[no-]force Force gem to install, bypassing
dependency
checks
I.e. "gem install" would try to install also gem's dependencies (which
are not available, since we are offline during build), while the
"--force" option installs just the gem itself. The dependecies have to
be satisfied by BuildRequires instead.
