My Guess Because Red Hats Focus was always on Gnome not KDE is why it was never included in core or Red Hat. But fedora.us is fedora extras so it is there for use.

yum install crytplug will bring in all packages you need to have fedora.us stable setup in your repositories then follow the information at http://kmail.kde.org/kmail-pgpmime-howto.html to setup kmail to use the plugins
