I know you've found other answers, but I thought I'd throw this out
there, too. I've created the following file:
/etc/dconf/db/gdm.d/01-local-settings
and put the following in it:
[org/gnome/desktop/background]
picture-options='zoom'
picture-uri='file:///usr/local/share/backgrounds/MyLocalBackground.jpg'
This is an even better solution than mine, thanks Mike. I didn't
realize you could do this in /etc/dconf, and that makes more sense
than artificially polluting /usr.
