I have the same story using KDE, so it doesn't appear to be Mate or Compiz. I think I actually prefer it that way, as previously the new tab would open in one of several existing browser windows on different desktops, and it wasn't always easy to see which one. Maybe try setting some other browser as your default to see if the same thing happens.

I don't have an answer, but maybe there is a setting in about:config that is altering this in the Fedora version. I'm not sure what you would look for as a search item, so it might be difficult to find any setting for that.

A little late, but is it possible there is cruft in your /home directory that firefox is also referencing? If you create a new user and do the same tests there, does the problem still occur?
