I do not know if kernel-modules-extra is on the DVD ISO, but you can
download the package[1] on another machine and install it without
internet access.

I was only providing an example. I did not know your CPU arch. SCTP is
provided regardless of arch.
(3) My kernel is the default 3.3.4-5 that comes with FC17 x86-64, and

see the one you listed is more recent.
It is provided in kernel-modules-extra for 3.3.4-5.
