After bootup you can try:
# systemd-analyze blame
to get an idea of which service might be causing the issue but be
careful, this is wall time not actual daemon startup time so it can be
misleading. Or try:
# systemd-analyze plot > startup.png
to get a graphical representation.

Hm. I have discovered that my swap area was not being used (because of
non-existent UUID in /etc/fstab). I am not sure what happened. It would
be easier to figure out if Scroll-Lock reliably worked during the boot time.
By fixing /etc/fstab file, boot process time is back to normal.
