Yes, but it seems to be on the command line only. So far, haven't managed to make any difference as a config option.

I, personally, know of no GUI that does this. The CLI for this would be:
yum update --security

It's not as tidy as cat /some/*repo security=1 keepcache=1 skip_broken=1
