Greetings,
I recently read somewhere that there is a dnf command to finish
upgrading when an upgrade crashes during an upgrade. I tried Googling to
find it just now and have come up empty.
Does anyone know what it is?

Not sure if this is what you are refering to, but one option that saves a bunch of time in
that situation is to add "--setopt=keepcache=1" to the dnf command to make sure
it does not have to re-download stuff.

No, but might try "dnf history" to find the transaction.
Then "dnf history redo <transaction>".

I'm not sure you actually need a special dnf
command to do that. It
seems from my experience that an out of the box install of Fedora has
caching enabled in dnf, so a "sudo dnf upgrade" will work out what
updates are available and prompt to do the install. Dnf will then
download all the updates to cache and then install them. If it crashes
part way through, I thought you could just issue the command "sudo dnf
upgrade" again, reply "y" to the prompt again and it will not
re-download the updates because they are still in cache, skip the
updates its already done and continue from the ones that are yet to be
installed. And then when its finished the install it should then run its
verification and clean-up which will then remove the cached packages.

yum had an option for that, but not dnf. Just try running the command
again. Depending on what point it crashed at, it may or may not work.
If it doesn't, you'll have to do some more steps to clean it up to the
point that it will work again.

I don’t recall such an option, but a) I have an absent-minded professor’s
memory, and b) it it best to investigate the reason for the crash before
making changes in case you end up compounding the problem. In particular,
you want to rule out a hardware issue that needs fixing. My experience has
been that systems accumulate cruft and diverge from other systems that
started with the same configuration, so I prefer a fresh install to move
back towards a more widely used configuration. Then any Fedora bugs you
encounter will affect other users, so you benefit from the all bugs are
transparent if there are enough eyeballs looking at them effect.

Others have answered this question, that it no longer exists.
And suggested that just restarting dnf update might work, if the
crash wasn't hardware related. However, you might look at man dnf, and
check the distro-sync command. It ensures that you are synced with the
latest of every package you have installed for your fedora version. Not
exactly what you wanted, but might suffice.

Likely to late for you, but I was searching for how to do this today and found
your email.
I hit a similar problem twice now where my remote ssh was disconnected during a
"dnf upgrade", and I wasn't sure where in the upgrade it stopped or if it
even
finished.
These commands did nothing. Somewhat expected, but depends where in the upgrade
it failed - if it was during the download, they might be enough:
dnf upgrade
dnf history redo NN (NN being the "dnf upgrade" that did not complete)
I eneded up using dnf reinstall of all the packages involved to recover.
Check your /var/log/dnf.log to see where / how it failed, get a list of all the
installed (new kernels are installed and not actually upgraded) and upgraded
packages, and then reinstall them all.
I suggest reinstalling kernel ones separately, since those can be more critical
- in my case, the initramfs for the latest kernel was missing. Re-running dracut
or ??? with the proper arguments would have created it too, but I'm not sure of
the exact arguments required nor if dracut is the only thing that wasn't run.
Plus, I had other upgrades whose scriptlets (post install scripts that run after
the rpm is actually downloaded and installed) had not run, and no idea what
might be needed for them.
