Command "kill -HUP XINETD_PID" is working flawlessly.

ExecReload=/usr/bin/killall -s SIGHUP xinetd
please file a bug report
a woraround would be:
* systemctl disable xinetd.service
* cp /lib/systemd/system/xinetd.service /etc/systemd/system/xinetd.service
* chmod 644 /etc/systemd/system/xinetd.service
* edit the unit file and add the line
* systemctl enable xinetd.service
