Specifically, enscript can't do UTF-8 encodings. Use paps instead:
"sudo yum install paps"

If you have a compose key, you should be able to use the characters
that Compose key will make in the CLI. I just tried it in PCLOS and it
works. (It also works in Thunderbird: ¢ ó Ñ £ and so on.)
