That's exactly what I would recommend. It has always worked!! Just be sure
you have done:
yum -y install livecd-tools
otherwise, you will not find the command
livecd-iso-to-disk

Have you downloaded the Fedora DVD installation iso?
if yes, then why not burn it to DVD media,
connect your USB drive and reboot from the DVD.
You can select to install it on the USB drive from the
anaconda installation menu.
