The only available kernel-header RPM is from the initial release kernel in the fedora
repo.
The kernel-headers package is not rebuilt for every kernel release, only when there are
API changes that affect userland. You are probably looking for “kernel-devel” if you are
looking for a package to compile a kernel module.
A lot of people get confused by this. Probably because Debian/Ubuntu uses “linux-headers”
in a similar role to “kernel-devel” in Fedora.
