You are (as usual) quite right.
I think all that was required to get the program rpmbuild
was to dnf-install rpm-build.
Sadly, even with this in place, I cannot compile Canon's official driver,
which is enormous.
The 2000-line process log ends with
**Error**: You must have `glib' installed.
You can get it from:
ftp//ftp.gtk.org/pub/gtk
In fact glib (and glib-devel) are installed -
I assume glib is not in the expected place.
I shall continue to look for a way to compile the Canon program.
Meanwhile I have to re-boot into Windows to use this printer.
