Just applied the latest set of F22 updates, and HTTPS Everywhere no longer
appears in firefox. Can anyone confirm? (I notice no one gave it karma, so
it may have gotten by QA).

I just added it to my system and confirmed it doesn't show up in the Extensions.
If I install from the "Internet" it does show up.

working for me. For some reason it didn't work the first time I tried
updating to it, but it worked the second time (and I did restart Firefox

https-everywhere has to have a restart or fresh open for it to activate.
I think it was open, then I closed and restarted it. I've noticed that in
Windows, for the past few months, I've often had to restart Firefox twice to
get HTTPS Everywhere to update properly (it used to work after just one
restart). Maybe the same issue now affects Fedora.

as far as i am aware of https-everywhere has always needed a restart to
activate.
why you have to restart twice in oos, i do not know. then again, oos is
what it is.
if it is by chance win10, then that explains a lot.

Yes, but only one. It didn't need multiple restarts until a few months ago.
After one restart, I'll see something like both old and new versions
appearing in the Add-ons tab, then after another restart the old version
will be gone.

I've seen the issue in every version of Windows between XP and 10, but only
in the last few months. Most likely the same issue affects the Fedora
version as well (I probably didn't see it in Fedora until recently since the
Fedora version was at 4.0.3 until about a month ago) and is caused by some
problem with HTTPS Everywhere and has nothing to do with the OS.

ok. next time you start firefox, open add-ons, look for old version and
remove it. restart firefox.
after this, if you have old version appear, go to;
https://www.eff.org/https-everywhere/issues
at top right of page, you will see a green [Sign Up] button, click it,
fill out form, after you are approved, return to above page, select
green [New Issues] button, click it, fill out form.
reason, when you upgraded https-everywhere, old version should have
been removed. it might be a firefox bug, maybe not. either way, github
should be able to answer question if removing old version does not
correct problem.
do post back with your results.

did you remove from firefox first, or at all?
you might consider setting;
1- open firefox, remove https-everywhere from add-ons, close firefox
2- remove rpm package
3- run command "updatedb"
4- run command "locate https-everywhere" to insure nothing remains
5- create temp user, login as temp user
6- open firefox, check extensions for no https-everywhere, close firefox
7- install rpm package mozilla-https-everywhere-5.1.1-1.fc22
8- open firefox, check extensions for https-everywhere, enabled?

I determined that although 5.1.1-1.fc22 doesn't allow reenabling HTTPS
Everywhere after it's disabled, I can downgrade to 4.0.3-1.fc22 (the F22
release version), enable it, then it stays enabled after updating back to
5.1.1-1.fc22 (until I need to disable it again).
