I can confirm that this is also happening to me.
I use f22 upgrade from f21. I have an updated system. But the problem is intermittent as
I am obviously able to open my file now. So I don't know what's causing the
problem.
FWIW, the only time I've experienced "file too short" on an
intermittent basis is when my disk was going bad.
