Try to unplug Your secondary monitor during boot, before GDM starts
and it'll remember the last working display. I really do not know
why,
but it worked for me and I discovered that by accident. Let me know
if
it still works.

Thanks for the hint! I just tried unplugging the secondary monitor.
Indeed the grub boot menu then appears at the primary monitor (VGA) as
is it supposed to with only one monitor. But when I plug the secondary
monitor back in, the grub boot menu is back on the secondary (HDMI)
monitor.
My hardware does not remember the last setting as yours do. It just
uses the monitor connector to the HDMI port as the primary monitor.

As Graig wrote, Grub menu is not controlled by Gnome, KDE or any
other
x-related setting. It is controlled by integrated graphics, which
sometimes is controlled by bios/uefi. When I mixed vga and hdmi
outputs, grub was always displayed trough vga.
