Had a similar issue. Haven't found a solution yet.

The USB WiFi adapter was working fine in F27 but after upgrading to
F28 I
can not longer connect to the same SSID I was connected to before, or any
for that manner. I am using a Realtek RTL8191SU based adapter that has
worked well for me for years.
NetworkManager just keeps asking for the passphrase like I entered it
wrong. I cleared the saved SSIDs out and when they repopulated I tried it
again but still the same error. I went to the command line to see if it
would give me any addition information and here is what I got:
# nmcli device wifi connect MY_SSID password "MY_PASSPHRASE"
Error: Connection activation failed: (7) Secrets were required, but not
provided.
Then I tried it with go old wpa_supplicant:
# wpa_supplicant -c /etc/wpa_supplicant/badger.conf -i wlp4s0u2
Successfully initialized wpa_supplicant
nl80211: Driver does not support authentication/association or connect
commands
nl80211: deinit ifname=wlp4s0u2 disabled_11b_rates=0
wlp4s0u2: Failed to initialize driver interface
I though maybe it was an issue with the Realtek driver so i broke out my
TP Link adapter that uses a different chipset and found NetworkManger
doesn't even see it.
Did I miss something in my upgrade or settings that changed?
