the box. But when I go through dnf install kvirc, the list ends up
being about 38 additional packages. I doubt that all of them are
needed for kvirc to run.
So how do I get kvirc and just what it needs in order to work
properly?

You can always force, and break dependencies, but most likely your
application won't work after it. If you use binary distributions like
fedora, you cannot do much to remove unneeded dependencies/features.
So what it pulls in as dependencies is in most cases (I guess >95%) what
it needs to run properly.
