I did what the instructions said. What you say implies that the upgrade instructions need
to be revised. The instructions are here:

From past experience, I can say the Fedora doc. team wants more than a bug; they want
suggested wording. What should the instructions say?
If preferred, this can be split off into a separate thread, and I can close this thread.
