I got tripped up by the way bash imports
settigs from conf files.
abc=def
sets the variable abc to "def". If I repeat the line
abc=hij
it will overwrite the original with "hij".
This is the correction:
# grep -i exclude /etc/dnf/dnf.conf
excludepkgs=thunderbird* metasploit-framework
