That's true if and only if you always do a clean install, never an upgrade.
Well, upgrades don't reformat the root fs.
If you want the date of installation of the Fedora release that's installed
on the machine, some other check is needed. Dunno whether Live media based
installs create /root/anaconda-ks.cfg with an accurate mtime.
