99 out of 100 times this is due to the folder Apache is attempting
to
serve not having the correct user/group permissions set on it for
Apache to access it properly.

Where is this folder that you are trying to serve? Do you have SELinux
enabled (getenforce). If the location is non-standard did you make sure
to set the labels properly (ls -Z directory)?
