On GNOME desktop environment usually 2 screensaver programs are
available - gnome-screensaver and xscreensaver - neither of them refuse
to lock screen when logged in as root. It is not a bug but an intentional
feature.
If the OP really wants to lock the screen as root (and is fully aware what he
is doing), it is doable with xlockmore
yum install xlockmore
man xlock
xlock
