Not really. In f25, I now get:
garry@vfr$ sudo dnf upgrade
[sudo] password for garry:
Error: Cache-only enabled but no cache for 'updates'

So, whatever the problem, it's also present in f25.
garry@vfr$ rpm -q dnf
dnf-1.1.10-6.fc25.noarch
garry@vfr$
Yes, I hit this today also, though I didn't for the first few days. I
also noticed that dnf was running in the background, connecting to
rhcloud, even though I have
metadata_timer_sync=0
in /etc/dnf/dnf.conf
I'm not sure if that was because PackageKit was running dnf via dbus
for gnome or kde, or if it was the dnf-plugin-zsync running it. I
killed the dnf process, disabled PackageKit, and got the above error.
So I then uninstalled dnf-plugin-zsync and dnf updated as normal.
I've re-installed dnf-plugin-zsync to see if it is the plugin or
PackageKit that was causing the error.
