There was a blog post on http://planet.fedoraproject.org/ about not
including Release Notes to the release. On the other hand, there will be
no automatic page generation for docs (just manual by each translation
team separately).
Does it make any sense in the deadlines then?

At least for the F16 release, the Release Notes will be packaged and added to the official
release. There may be a release in the future when this doesn't occur and we'll
just be publishing to the docs.fp.o website at which point the deadlines will be changed
to the day before the release.
