How is this possible ?
I'd expect to see a valid name + email from the person's Fedora account
in all commits, except those created by Weblate's own built-in add-ons.

Hi,
I think that's the way how the translation memory works in Weblate. During the
initial import Weblate knows nothing about the authorship of the suggestions
(so they are all 'anonymous'). Then someone accepts the 'anonymous'
suggestion
and the author becomes 'anonymous'.
