Translation platform budget is granted

Dear translation teams, Council ticket #268 "Long term funding request: translation platform hosting" was closed as approved! This means we have a budget, and can now really work on the migration plan. We now need to meet and identify together tasks. What was voted and agreed is: 1) @jibecfed <https://pagure.io/user/jibecfed> should begin a cross-project discussion about Weblate; 2) 6000 EUR is allocated to be spent assuming the cross-project conversation goes well.
