Is there something I can do to speed up the process to create the language
team in Fedora?

Zanata does have a "Contact admin" page for any request
user needs to
make. Also, all admins the Zanata instance have access to add in new
language. There's few admin in Zanata who has the right to perform the task
excluding me.
