You should create "po/ba.po".
(For future reference, you have some useful information about any
Transifex module at the top its the page, including the po file
location regex filter. You'll also find there a link to browse the SCM
repo to see how the source files are actually stored, e.g.
http://git.fedorahosted.org/git/?p=python-meh.git;a=tree in this case)
