The Translation Quick Start guide has been abandoned by the l10n team in
favor of wiki resources, as I understand it. It still covers Transifex
workflows.

says there has not been a content update for quite some time.
In general, we try to publish translated guides when that translation team
lets us know it is ready. In the future we hope to automate using the
Zanata API to check translation status and publish.
